In order to check the HDD without loading the system, we need to write the Victoria 4.46b program to disk in a special way (the Internet is full of instructions on how to do this) and boot not from the hard disk, as we usually do, but from the disk where is Victoria.
Damage to registry entries, viruses
An even more common cause of the problem is the action of malware that overwrites the parameters responsible for launching the graphical shell in the system registry. Then you will observe a black screen when you start the computer in both boot modes. In this case, we do this. Using the Task Manager, open the Registry Editor with the regedit command.
Pay attention to the Shell parameter. As its value, explorer.exe should be specified and nothing else.
If something else is written, then you need to replace this entry with explorer.exe, otherwise the graphical shell will not start in either normal or safe mode. If there is no Shell parameter at all, create it and set it to the specified value. At the same time, check the value of the Userinit parameter, it should be C: /Windows/system32/userinit.exe.
Note: on 64-bit systems, you should also check the Shell and Userinit values in the HKEY_LOCAL_MACHINE / SOFTWARE / Wow6432Node / Microsoft / Windows NT / CurrenTVersion / Winlogon key and fix them as shown above.

Disk boot failure, insert system disk and press Enter error
One of the most common mistakes: after turning on the computer, instead of loading Windows, you see an error message: Disk Boot Failure. This suggests that the disk from which the system tried to start, in its opinion, is not the system one.
This can be caused by various reasons, the most common of which (after describing the reason, a solution is immediately given):
- A disc is inserted in the DVD-ROM, or you have connected a USB flash drive to the computer, and the BIOS is configured in such a way that set this drive to be used by default. as a result, Windows does not start. Try unplugging all external storage devices (including memory cards, phones and cameras charged by a computer) and removing the disks, then try turning the computer back on. it is likely that Windows 7 will start normally.
- The BIOS is set to the wrong boot order. in this case, even if the recommendations from the method above were followed, it may not help. At the same time, I note that if, for example, Windows 7 started this morning, but now it does not, then you should still check this option: BIOS settings may get lost due to a dead battery on the motherboard, due to power failures and from static discharges When checking the settings, make sure the system hard drive is detected in the BIOS.
- Also, provided that the system sees the hard drive, you can use the Windows 7 startup repair tool, which will be written about in the very last section of this article.
- If the hard drive is not detected by the operating system, try, if possible, disconnect it and reconnect it, checking all the connections between it and the motherboard.
There may be other reasons for this error. for example, problems with the hard drive itself, viruses, etc. In any case, I recommend trying everything that is described above, and if it does not help, go to the last part of this guide, which describes another method that is applicable in almost all cases when Windows 7 does not want to start.
Unknown system error
Not all crashes that prevent Windows 7 from loading can be diagnosed and logically analyzed. Any trifle can become the reason for the failure of a computer or laptop to work normally; and if none of the options listed above and below helped, you should try to run the last good OS configuration.
